I have 7 ghost units as best I can tell I was using 4.32 when they were downloading.
I had tried 4.43 but I had a bug where Boinc.exe took 99% of the CPU

Don't you think Boinc.exe was performing the benchmark?
Everytime you change your boinc core client version it performs a benchmark which will show up 2 times in the taskmanager as 99% cpu time.
one for the whetstone and the other for the dhrystone benchmark.
After this is one it will continue as normal, till some days (3-4) it will run the benchmarks again, as usual with all boinc versions.

No, this is not the benchmark running. It's a new 'feature' in the latest boinc versions. I have noticed it too, my projects standing idle while boinc itself kept the cpu busy for 99%. It has been discussed in the boinc alpha forum. The only way to solve it without stopping and restarting boinc, it seems, is to change the priority of the boinc.exe process to 'Low'.
