I did a quick look on the boards and didn't see anything quite like this subject, so rather than hijack another thread, I started this one (which may still be redundant :) )

I have computing preferences set to use no more than 25% of the CPUs. But every CPU wu I run is using all 7 cores (at least BOINC is limiting it to the number I have set there). Is this a known issue, or am I missing a setting somewhere? Do I have to use an app_info file to get this limitation imposed?

No problem here so far, I always use 2/3 of my cores too since there are at least 1-2 cores needed for something else, so an app_info.xml is not needed necessarily.
Not sure what would cause this for you...
I saw you use the same client version as me, but you have Win 10 and Win 7 machines. Is this happening on both them or only on one?

Try an app_configh.xml file like this changing "2" to whatever number of "CPUs" you wish
